Cirl the Knife was an Iotian gangster who worked for mob boss Jojo Krako. Krako threatened Captain Kirk with a visit by "Cirl the Knife" if he didn't cooperate with his plans. (TOS: "A Piece of the Action")
"Cirl the Knife" was mentioned in dialog only and was never seen.
