Marcus Tullius Cicero was a Roman orator and politician who lived in the 1st millennium BC.

In 2375, Admiral William Ross quoted Cicero's famous phrase "Inter Arma Enim Silent Leges" to Julian Bashir, which Bashir translated as "In times of war, the law falls silent." (DS9: "Inter Arma Enim Silent Leges")
