The book was placed on the shelf by Enterprise production staff as a subtle homage to the Star Trek: The Original Series episode "A Piece of the Action", in which a similarly-titled book, Chicago Mobs of the Twenties, was left behind on planet Sigma Iotia II by a starship Horizon. The Star Trek Encyclopedia (4th ed., vol. 1, p. 347) noted that the art department made two replicas of the book for the episode, one of which got the the title wrong.
