A cargo lift is a piece of technology that enables easier lifting of heavy equipment.
When Terok Nor became Deep Space 9 in 2369, Starfleet found their own cargo lifts to be incompatible with the Cardassian technology on the station. (DS9: "Melora")
The line mentioning the incompatibility was added to the script of "Melora" at a late stage, when the production team realized that Melora Pazlar's initial anti-gravity wheelchair design would be impractical and difficult to shoot in the small Deep Space Nine corridor sets.
