The Cardassian Finance Ministry is a government department in the Cardassian Union, responsible for the Union's finances and economy. The Finance Ministry controls taxes, and is apparently capable of exiling people who refuse to pay them.
Elim Garak claimed to be exiled by the Finance Ministry because of his failure to pay his taxes. (DS9: "Improbable Cause")
