The Boray were a technologically-advanced species in the Delta Quadrant. In 2377, the USS Voyager visited the Boray, and Lieutenant B'Elanna Torres attended a conference on transwarp theory. (VOY: "Flesh and Blood")
The Boray may be a homage to an alien race from the 1978 version of Battlestar Galactica.
