Boliska was a 24th century Starfleet command division crewman serving aboard the USS Enterprise-D in 2365. He was an old acquaintance of Kyle Riker's.

He had a drink in Ten Forward when the new CMO Katherine Pulaski informed Captain Picard about the pregnancy of Counselor Deanna Troi. (TNG: "The Child")

He had a drink with a female companion in Ten Forward when Commander Riker demonstrated to Wesley Crusher how to flirt by "playing" with Guinan. (TNG: "The Dauphin")
