Boliska was a 24th century Starfleet command division lieutenant serving aboard the USS Enterprise-D in 2365. He was an old acquaintance of Kyle Riker's.

He had a drink in Ten Forward when the new CMO Katherine Pulaski informed Captain Picard about the pregnancy of Counselor Deanna Troi. (TNG: "The Child")

He had a drink with a female companion in Ten Forward when Commander Riker demonstrated to Wesley Crusher how to flirt by "playing" with Guinan. (TNG: "The Dauphin")

Footage from this episode was later reused in the episode "Shades of Gray".

That year, when Kyle Riker came aboard the Enterprise-D to brief his son about the USS Aries, Boliska greeted Riker with a handshake near a table of two other female acquaintance in Ten Forward. Moments later Riker spotted Katherine Pulaski and left his three acquaintances to greet his old friend. (TNG: "The Icarus Factor")

Boliska manned the helm on the bridge when the Enterprise-D made first contact with the Borg the same year. (TNG: "Q Who")

He was one of the crewmembers selected by Commander Riker to serve under his command aboard the USS Hathaway in a Starfleet battle simulation. (TNG: "Peak Performance")

Boliska, who was portrayed by an unknown actor, was identified in the script of "The Icarus Factor". In a line appearing in the script, but cut from (or unintelligible in) the filmed episode, Kyle Riker states, "Boliska! What in the name of the Federation are you doing here?"
