Billy was an operations division engineering and security officer serving aboard the Earth Starfleet starship Enterprise under Captain Jonathan Archer.

In 2151, Billy was made responsible for purging the starship's aft plasma manifold. (ENT: "Unexpected")

He was later asked by Trip Tucker to finish giving Liana a tour of Enterprise after Trip was called away for a briefing with Captain Archer. (ENT: "Oasis")

Billy, whose surname was not given in either reference made to his name, was played by uncredited background actor.
