Bill E. Rogers is an actor who appeared as a security officer in several episodes of Star Trek: The Next Generation. As a background performer he received no credit for his appearances. Rogers also worked as stand-in for Tony Todd on the fourth season episode "Redemption" and as photo double for Paul Winfield in the fifth season episode "Darmok".

According to the call sheet for Monday 7 January 1991, Rogers was scheduled to appear as a security officer in scene 94 of the fourth season episode "Night Terrors" but was replaced by a different actor in the final version. He was also scheduled to appear in the episodes "In Theory", "Power Play", and "Cost of Living" but his scenes were not part of the aired episodes.

Rogers had featured parts in the musical comedy Bert Rigby, You're a Fool (1989, with Corbin Bernsen), the drama Gross Anatomy (1989, with Clyde Kusatsu, J. Patrick McNamara, Kay E. Kuter, Steven Culp, Gordon Clapp, Jack Murdock, Richard Penn, Tracee Cocco, and Dana Vitatoe), the thriller Unlawful Entry (1992, with Dick Miller and Bob Minor), and the sport drama For Love of the Game (1999, with Michael Papajohn, Tracy Middendorf, Daniel Dae Kim, and Shelly Desai).

In 1996 he portrayed a cop in the Deadly Games episode "The Trash Man" which also featured Christopher Lloyd, J.D. Hall, James Harper, Ken Magee, Bob Minor, and Mike Starr.
