Bevvox.
Bevvox was a bioplasmic organism, who wandered the galaxy alone for a few millennia before founding the Think Tank, a group of intellects who solve problems for a price, in the 24th century. His interests as of 2375 were exosociology and quantum mechanics. He was also somewhat sensitive about his age.
In 2375, Bevvox and the others of the Think Tank attempted to compel Seven of Nine of the USS Voyager to join their group. They contracted Hazari bounty hunters to attack Voyager, creating a problem that seemingly only they could solve, in exchange for Seven of Nine. (VOY: "Think Tank")
