Balder's Planet was an inhabited planet.

In 2328, Mark Stimson boarded the SS Manila at Balder's Planet, bound for Epsilon West IV. The planet was mentioned in a passenger manifest from the commercial transport database that was reviewed by Data in 2370. (TNG: "Inheritance", okudagram)
