With the Breen having recently entered the war on the side of the Dominion, neither the Romulan Empire nor the Federation were able to be involved in any further battles, as the Breen energy dampening weapon left their vessels completely vulnerable to attack. For that reason, the Klingons were left to hold their own against the Dominion until a counter measure could be made to protect the Federation and Romulan ships.

It was during this time that Chancellor Gowron assumed command of the Klingon Defense Force, thereby relieving General Martok. Gowron had hopped that while their allies were unable to attack, the Klingon Empire could attack the Dominion and end the war, allowing the Klingons to have all the glory of victory. He also suspected that the Dominion would not expect an attack from the Federation Alliance so soon after the Breen had entered the war. However, Gowron also had personal motivations for relieving Martok and assuming command of the Klingon forces; he wished to discredit Martok in the face of his fellow warriors in order to ensure that he would never challenge his rule as Chancellor. To do this, he intended on sending Martok on impossible missions into Dominion territory hoping he would with fail miserably, or be killed. One of these missions was the attack on Avenal Seven.

Martok's fleet consisted of twelve ships altogether. The idea was to have their vessels enter Cardassian space cloaked until they reached the Avenal system, then decloack and make their attack. However, Martok's small fleet was outnumbered six-to-one, odds which even he was unable to beat. In the end, the attack turned out to be a complete failure: seven Klingon ships destroyed and the other five heavily damaged, with General Martok himself in the sickbay of the IKS Rotarran in critical condition. The attack was nothing short of a waste of ships, manpower and war materials for the Allies.
