Alpha Cygnus IX was the ninth planet in the Alpha Cygnus system. The Treaty of Alpha Cygnus IX was negotiated and ratified on this planet by Ambassador Sarek. (TNG: "Sarek")

According to the StarTrek.com web site. Alpha Cygnus was the classic Bayer designation for Deneb. [1]Based on the progression, from this Treaty to the Coridan admission to the Klingon Alliance, this treaty was ratified prior to 2267.
