Alex Smutko was a member of Starfleet in the 24th century, specializing in engineering, and was involved in the construction of several prominent Federation starships.

In 2328, Smutko boarded the SS Manila at Purser's Planet, bound for Delta Charnock IX. This information was part of a passenger manifest recorded in the commercial transport database and reviewed by Lieutenant Commander Data in 2370. (TNG: "Inheritance")

In 2353, Smutko was listed on a directory placard as having an office in room 45241 on Starbase 32. (TNG: "Violations")

His name was recorded in the engineering systems crew on USS Pasteur's dedication plaque when the ship was built by the Skywalker Division at Marin County Starfleet Yards. (TNG: "All Good Things...")

He served the same position at Earth Station McKinley during the construction of the USS Voyager. His name was recorded on the vessel's dedication plaque when the ship was commissioned on stardate 48038. (Star Trek: Voyager)

He later served as a shipyard engineer during the construction of the USS Prometheus as well, at the Beta Antares Ship Yards. His name was also recorded on that vessel's dedication plaque, when the ship was commissioned on stardate 50749.5. (VOY: "Message in a Bottle")

Alex Smutko, who was listed on various pieces of background artwork, was named for construction coordinator Al Smutko.
